Brad Marchand and the Florida Panthers accused of breaking a major NHL rule: Punishment incoming?

Around the NHL, cap circumvention has been a huge story recently, and an NHL insider is calling out the league for allowing it once again with Brad Marchand.

NHL insider David Alter has called out the NHL for allowing the Florida Panthers to cap circumvent Brad Marchand's six-year contract extension he signed just before free agency.
Entering the off-season this year, the Florida Panthers had three big named players they had to sign before free agency.
Being Aaron Ekblad, Brad Marchand and Sam Bennett. Many believed the organization was going to lose at least one of the players, but somehow the Panthers ended up pulling it off.
Ekblad, and Bennett's contracts make sense for the Panthers, but Marchand who just turned 37, does not make much sense. He is going to be signed until he is 43 years old, and it's raised eye-brows around the league.

Did Marchand and the Florida Panthers break a NHL rule?

Analysts around the league have been looking into this deal that Marchand signed with the Panthers, and David Alter is comparing it to the 15-year deal the New Jersey Devils signed Illya Kovalchuk to.
I still can't believe the NHL allowed this deal to go through. Yes it's within the rules. But the Ilya Kovalchuk 15 year $100 million deal was also within the rules until the NHL said enough was enough and didn't allow it.
The NHL just stated that they are cracking down on cap circumvention, and not long after this happens.
"It is kind of sketchy. I'd be surprised, or may I shouldn't be surprised, if the NHL allows it this looks like pure cap circumvention... doesn't look like anything is going to be done about it."

There isn't a good chance that the NHL is going to look into this, but it's rare to see a player play until they are 43-years-old.
